Is building Alliances worth it?
Alliances in general are used to:
- Earn inspiration to boost Diplomatic Service civic
- Earn bonuses from trade route later in the game through Wisselbanken policy and Democracy government.
- Forward settle a civ without penalty.
- Get combat bonuses for military or religion.
Factors to consider when picking an Alliance in civ 6
Who is sending trade routes to you: Economic, Science, Culture, Religion
Check the trade routes screen to see if there are any incoming routes to you from another major civilization.
Who can you forward settle the most: Culture

Other reason is to gain more culture, in that case pick a civ that you do not plan to forward settle or there is no threat of forward settling you.
Who is close and aggressive: Military
If you want to get +5 combat bonus for defensive purposes or conquest, then seek a civ that strategically makes sense to follow your battle plans.
Who is converting your cities: Religion
Mostly a defensive move to prevent pressure from a dominant religion. But watch out for any civ that has religious units in your territory. Once you form Religious alliance, your cities will not be exerting pressure if converted.
Who is least likely to get a war declared on them dragging you into a war.
Check the international disposition towards each civ. If they are at war or denounced by multiple civs, then stay away from them unless you are planning to burn the world down together. Any type of alliance can drag you into a war.
Who pays the most.
